At that point you can ask for their phone number. Calling them up to just chat continues to improve relationship to the point where you can ask them on a date. The logic for them saying yes is different for in person ask and over the phone ask so try both.

Calling them to chat increases relationship -- until it hits 10. After that and Friendship 100, it only increases Loyalty. At least, that's all it reports an increase to.
You can get their phone number at Friendship 30+.

The ones that want drugs are a little bit of a pain. I generally circumvent this by asking about their parents and their parents jobs. Gets the +10 bump but without the drug effect.

Yeah, if you do all 7 flirts perfectly, you don't need to do all three levels of gifts to hit the 100 friendship/10 relationship in most cases, because there's a couple of other chats that give once-off friendship. As well as "What are your hobbies?", for adults, it's "Are you single?" (even if they're not), and for students it's "Who're your parents?" and "What do they do?". Some students don't have in-game parents so the option won't exist, which I suspect is an oversight. I think adults can also give points for "Are you a virgin?", but you already have to have a good relationship for that to work, and if they're not receptive, or you ask repeatedly, (or you were the one they lost their virginity with...), that'll cost you friendship.

In my last run, I triggered the Jeremy Hood encounter a few times, but taking the purse and returning it instead of learning lockpicking. Half the time, you end up with a new friend at about 35 friendship, who's then pretty easy to flirt up to 100 if you want without any gifts. (For some reason, they're never in the location at the end of the event, but always on the next location towards downtown, whose name escapes me. An oddity of how they're pulled into the event and then path back to where they're supposed to be at the next time-increment, I guess).

It's been a while since I played last, so it's possible I've misremembered some of the above details.

NPC's relationships:
1) do NPC interact with each other, and develop friendships/relationships without player input? Is it different for parents, students, and teachers?
2) what does the option to tell NPC to find love do?
3) can the player influence the relationship between two characters? How?

1) For parents and teachers, I don't really know for sure. Going to say "no". With students, there are random events that influence their relationship score with each other but I don't think that matters a damn. I remember using the debug console at one point with two students but when I asked "Are you single?" it always returned with "There is someone I like but I don't think he/she notices me."
I would like for some students to start as a couple - happens all the time in Middle and High Schools.
2) I believe its original purpose was to attempt to do the very thing I tried using the debug to do.
3) Outside of PTA support events (Hooter; Peter and Susan's Relationship scores do increase) I think that's not a thing we can do. And even then, nothing seems to happen between them.
Every so often I was expecting to see that Susan hot become pregnant with Peter's kid but nothing happened.

Hah, that last line there could be a blackmail route for Susan's (begrudging) PTA support if anybody was to write it.

If they don't fall in love with you, then asking again later will cause them to tell about their, uh, experiences.

Hello! Could someone please explain to me how triggering random events works? Let's say I want to get a bunch of school events during the day, should I bother going in and out of classes all day hoping for one to trigger, or are there hidden timers preventing spamming of this very thing; is there an easy way to increase the triggering rate?

Each event has its own triggering mechanism, depending on what the event is and who is involved. Most are set to recur every few days, but a handful also only have an X% chance to happen when checked (notably, the reputation-gaining events in the Park and Playground, and also the lottery event downtown).

So while you can hang out in classrooms all day every weekday and get events as soon as they are scheduled, you will not miss much if you take a day to instead pop events in Beach/Park/Onsen. Additionally, the scheduler does not distinguish between weekends and weekdays, so Mondays are always a good day for school events.

There's no way to increase the scheduling rate globally - you would have to go into each event in the editor and change them manually to happen more often.

Is there a way to manually trigger Carl's quest in 1.10.40? It must have been a cheat mod or something, but I'm really far down corruption chains, and Carl's the only one I haven't been able to start.

So I couldn't find it in the search function and I really don't want to go trawling through the forum boards, but outside of being a shoutout to Assassination Classroom, what other function does Jelabitch serve? Does she have her own questline, because Nina can be used as the English teacher and obviously Keller is the "storyline" based sex ed teacher.

Jelabitch doesn't have a questline attached to her, which means she can be corrupted using hypnosis/drugs without having to go through a long and potentially expensive questline (i.e. like Keller's $5,000 school basement).

Also, if you want to hit the default cap of 400 students you need to hire all 10 teachers.

You can edit the Configuration file to allow for larger classrooms. I have mine set to 50.
