I don't know much about the archetype but you should be able to deduce effective flirts from their Personality Type. For example, if someone is a Slutty Flirt, they'll usualy respond well to comments about their body or how brazen they are.
I wouldn't start even trying anything before relationship hits 30 but that can be hard. You might be relying on random events to get there. I'm certain there's a better way but afaik Flirting only raises Arousal.
If you phone them and it transpires that they're pleasuring themselves and you stay for the whole thing with nobody in earshot, you can get a few points that way.
Character Quests are where the main glot of relationship points are gained but this only applies to those with a ! next to their name.
Charisma as I've noticed accounts for very little in this game. Appearance counts for far more, as does Grunge. There's a few characters they just will not be attracted to you no matter what -outside of mods, that is- (ie, trying to seduce Ivana Yochild as anything but a full male given her 0/0/100 scores) whereas others (like Mandy Meyers) are more receptive.

TL;DR: Pay more attention to their Personality and gender preference, once available.

There's a guide somewhere here that while is mostly outdated , it still works for the flirting segment. Also don't forget to raise your Appearance and Charisma stats, they help improve their attraction to you which also increases their Wllingness.

Maybe they aren't into you? NPCs might react negatively to flirting (except saying something insightful) if they don't swing your way, and/or they are married.

That sort of thing can be overcome if you are incredibly attractive (appearance, charisma, stamina, authority and maybe other attributes too) and they are horny. Getting them horny can be accomplished with cologne/perfume, if they aren't moving from location to location. Or if they trust you enough to accept items, in which case you can give them a porn magazine for long term effect or a sildenafil.

They also become more prone to accepting you if you increase their lust (dildos, onaholes, hypno, slut maker) or have them perform sexual acts through hypnosis.

Now, all that is about getting a NEGATIVE result from flirting. If the result is neutral (no change or just +1), then it's something else.

A successful flirt when they interested (always works for the single Insightful flirt) gives 10 Friendship, and hence 1 Relationship. Generally, the social-flow is you need to raise their friendship to 100 by flirting and favours. Two or three of the personal information questions are worth 5 friendship each too. That will give you 10 relationship (one heart) and they'll be amenable to dating (and casual sex depending on their willingness) so you can start that grind.

I forget exactly how the rules for friendship increases also boost relationship, but I think that once you hit 100 friendship, completing unused flirts will not bring any more benefit.

I'm having trouble with lockpicking. I cheated and moved my skill to 100 after the first lesson with JH. But I can't unlock anything. I know you used to just click the mouse rapidly in the opposite direction the line was headed, but that doesn't seem to work.

Any suggestions?

My suggestion is to install barteke's Indicators and Difficulty mod and change the minigame. If you are cheating to begin with, maybe you just don't want to do the minigame at all, and the I&D mod has multiple options that might work better for you. I personally use one with fast lockpicking, but with automatic success (skip minigame) if the skill is higher than the difficulty.

Are there any actions at the Cabaret after you've gotten the Music Club and the Theater Club topless?

For your first question, if you haven't already spoken to Ginny about the effects, you can try talk to her about the stuffed animal and the note should tell you who you gave the bear to, and to talk to them first.  After that step though, I am unsure as that chain has never been a big concern for me.

I believe the Theater club turns into a Strip club which requires a new room and talking to Stacy to expand again.  Otherwise, I have not seen any events personally.

The spycam can't/won't be placed if Felicia Titsbig's corruption isn't high enough to trigger you finding the drugs, or you decided to destroy the drugs found in the depot.  Both require having nobody in the room to be able to place the camera, same as other rooms.  (Cynthia Sadesh from the Lexville mod does not count as a person in this room.)
