I feel that the content of this mod should need some consequences in the beginning of the game. Catching someone using the halls and class rooms as the toilet should have some heavy negatives to reputation especially if the principle allows it. Just like everything else in this game, as corruption rises and inhibition falls, have the PTA approve content in chunks. Adding some more private events, like behind the school, that help unlocking mod content. I know that there is another mod that does this already, but at some point a rule that states that everyone has to urinate in their class room chairs during class sessions.
