Not really, as far as I can tell. The closest is the 'ignore list', which makes their post content hidden, but not the users or their posts themselves. Presumably also blocks PMs, but I've never had the occasion to test that.

I suppose the forum software is more geared towards finding needles in a haystack and not selecting from among the dozen needles on the table.
